Rule 6
Evaluation of bids
: (1) While evaluating the bids received in accordance with rule 5, the bids shall be evaluated by giving points as follows:-
(a) Technical ability and work experience of the bidder – twenty marks
(b) Financial capacity of the bidder – twenty marks
(c) Bidder's petroleum sales distribution experience (d) Minimum operational expenditure incurred during the exploration period – twenty marks
(e) Proposed allocation of petroleum itself – twenty marks
(f) Educational and training facilities to be provided by the bidder – five points
(G) Investment and Social Development Plan – Five Points
(h) Employment and any other relevant matter – five marks
(2) Among the bases mentioned in sub-rule (1), while giving marks for the bases mentioned in clauses (a), (b), (d) and (e), additional bases shall be assigned and the marks shall be divided accordingly. The basis and amount determined in that way must be approved by the Director General before evaluating the tender.
(3) Bidders who obtain a minimum score of 60 during evaluation of bids will be considered qualified bidders.
(4) To evaluate the bids, there will be a bid evaluation committee consisting of the following members:-
(a) A gazetted first class officer of the department designated by the Director General and in the absence of such officer, a gazetted second class officer of the department designated by the Director General – Coordinator
(b) Head of Financial Administration Branch of the Department – Member
(c) Experts related to the subject designated by the Director General - Member
(d) If there is a post of law officer in the department, law officer – member
(e) Purchase Unit Head of the Department – Member – Secretary
(5) The evaluation committee may invite an expert of the relevant subject or an official of an agency to the meeting of the committee as required for the bid evaluation.
(6) The work of evaluation of bids shall be completed within ninety days from the date of opening of bids.
