(1) The Government of Nepal shall form a Building Construction System Strengthening Committee to strengthen the building construction system.
(2) The committee under sub-section (1) will have the following chairman and members -
(a) Secretary, Ministry of Urban Development – ​​Chairman
(b) Representative, National Planning Commission – Member
(c) Representative, Ministry of Law, Justice and Parliamentary Affairs – Member
(d) Member-Secretary, Nepal Quality Council – Member
(e) Dean, Institute of Engineering Studies – Member
(f) Joint Secretary, Ministry of Federal Affairs and General Administration (see Municipal Division) – Member
(g) Head, Applied Science and Technology Research Center – Member
(h) A maximum of three persons nominated by the Ministry of Urban Development from among the persons having special knowledge in relation to building construction - members
(i) Director General, Urban Development and Building Department – ​​Member Secretary

(4) If the committee deems it necessary, it may invite the relevant domestic or foreign expert or any other person to participate in the meeting of the committee as an observer.
(5) The Department of Urban Development and Building Construction will work as the Secretariat of the Committee.
