: (1) After the publication of the final voter list according to the Act and the regulations related to the voter list, the commission will publish a notice in the Nepal Gazette and prepare voter ID cards to be given to voters in the designated areas in accordance with this regulation.
(2) According to sub-rule (1), in relation to the process of preparing the voter ID card, unless otherwise specified by the Commission, it shall be prepared as written below:-
(a) On the basis of the final voter list of each district, constituency or village development committee or municipality within that constituency, a separate record of each village development committee or ward of the municipality should be prepared.
(b) The voter should submit the form no. Application should be made in the format of 2.
(c) With the application of the voter, a voter's identity card should be prepared in accordance with the mentioned details and the details of the application.
(d) Details of voter list and application form no. A voter ID card must be prepared in the format of 1.
