(1) Health professionals who have been registered in the council at the time of the formation of the election committee will be voters in the election of the member positions to be represented in the council from the relevant subject group.
(2) Notwithstanding anything contained in sub-rule (1), the following persons shall not be voters in the election of members of the Council:-
(a) Non-Nepali citizens whose name is registered according to sub-rule (2) of rule 8,
(b) Health practitioners whose names have been removed from the register,
(c) Health professionals who are not updated according to the regulations.
