(1) After declaring that the counting of votes has started, the election officer shall check the ballot box in the presence of the candidate or his representative as follows:-
(a) the ballot box of each polling station has been opened or tampered with,
(b) The name of the polling station, the roll number and the number of the ballot box are not mentioned in the ballot box,
(c) The security seal affixed at the place where the ballot box is closed is not correct.
(2) The election officer shall keep a certificate of inspection of the ballot box according to sub-rule (1).
(3) According to sub-rule (1), if any defect is found during the inspection of the ballot box, the same should be opened and kept under the seal of the candidate or his representative. After the bond is prepared, such ballot boxes should be kept in a safe place.
