Section 21
Powers of arbitrator
(1) Except as otherwise provided in the contract, the powers of the arbitrator shall be as under:-
(a) To cause the parties to appear before him, to produce documents and to take statements as necessary,
(b) to subpoena witnesses,
(c) Appointing an expert on a specific subject and conducting an examination or taking an opinion,
(d) If the decision given by you is not enforceable due to the fact that one of the parties is a foreign citizen, take a bank guarantee or other appropriate security as specified by the arbitrator,
(e) at the request of the party or if he himself deems it appropriate to inspect the place, product, structure, production process or other related matters related to the dispute and in the case of perishable items, after consulting with the parties, keep the money sold as a deposit,
(f) exercising any specific rights granted by the parties,
(g) preliminary order, issuing an interim order or an interim order or making a decision with conditions in any matter related to the subject matter of the dispute at the request of a party,
(h) giving certified copies of documents,
(i) Exercising other rights provided by this Act.
(2) According to clause (g) of sub-section (1), the party who is not satisfied with the order given by the arbitrator may file an application in the High Court within fifteen days and the decision made by the High Court in this regard shall be final.
