Rule 10
Choice of person submitting letter of intent
(1) The Ministry, while selecting the person to submit the Letter of Intent, will do so on the basis of the technical and financial capacity and experience of such person. For that purpose, a total of one hundred stations will be considered as full stations and the stations will be divided on the following basis:-
(a) For technical capacity – forty yards (b) For financial capacity – forty feet (c) For experience – twenty places
(2) Evaluation of technical and financial ability and experience as per sub-rule (1) will be done as follows:-
(a) When evaluating the technical ability of the person submitting the letter of intent, if any device, equipment or manpower is needed for the implementation of the project, based on whether or not the person has such device, equipment or manpower,
(b) When evaluating the financial capacity of the person submitting the Letter of Intent, the financial capacity required for the survey, operation and maintenance of the project, and if the company submitting the Letter of Intent is a company, the amount to be used for the project or the amount to be borrowed from the company's assets, how much amount and what process is proposed to take the loan? Based on that,
(c) When evaluating the experience of the person submitting the letter of intent, based on the experience of whether or not that person has implemented the construction of infrastructure, the construction and operation of infrastructure with private investment, or other projects of the nature for which the letter of intent has been invited for project implementation.
(3) The persons who submitted the letter of intent and obtained at least 60 points from the evaluation conducted according to sub-rule (2) will be selected. If at least two people who get 60 points cannot be selected during such evaluation, other people who get at least 50 points will also be selected.
