Rule 8
Can register nomination papers
(1) A person who wants to be a candidate in the election to be elected according to the first-past-the-post election system and who has qualified according to the constitution and the law may register or have the nomination paper registered at the election officer's office on the date and time mentioned in the notice of the election program by himself or through his representative, proposer or supporter.
(2) In accordance with sub-rule (1), when registering or having the nomination papers, one person must have proposed and the other person has supported and duly stamped. Such proposer and supporter should be attached with the nomination paper including the name included in the voter list of the rural municipality or municipal ward under the constituency of the same province.
(3) According to sub-rule (1), when registering or conducting nomination papers of a person, a maximum of two nomination papers can be registered or conducted by different persons who are proposers and supporters.
(4) The person whose name is included in the closed list of candidates submitted by any party in the election held according to the proportional election system shall not be a candidate in the election held according to the election system and such person shall not be nominated as a candidate.
