Section 27
Complaints about grievance or injustice

(1) If an officer under the jurisdiction of this Act is harassed by a commanding officer or an officer above him, he may file a complaint against him before his commanding officer.
(2) A person who is not satisfied with the decision given by the commanding officer or the husband in relation to the complaint under sub-section (1) can file a petition before the Commander-in-Chief.
(3) In the case of a person below the authorized level, he can file a complaint before the concerned husband.
(4) In the event that the complaint is not heard by the husband in accordance with sub-section (3), if there is no hearing from the commanding officer and if there is no hearing from the commanding officer or if he is not satisfied with his decision, he can file a complaint before the commanding officer of a higher level and if such a complaint is received, the commanding officer will give the complaint to such complainant. It should be given and sent to the upper level. If the commanding officer does not send such a complaint to the higher level, disciplinary action will be taken against him.
(5) In relation to the complaints received under sub-sections (1) and (4), the officer hearing the complaint shall investigate and resolve the grievance of the complainant and, if necessary, shall submit the complaint to a superior officer.
(6) If the complaint is to be made against the officer who hears the complaint, the aggrieved person can file a complaint with the officer above that officer.
(7) The decision made by the Commander-in-Chief regarding the complaint under this section shall be final (8) The manner of hearing the complaint shall be as prescribed.
(9) The Government of Nepal may review the decision made under this section if it deems it appropriate.
