(1) While determining the tariff of drinking water and sanitation services, the Commission shall do so based on the cost of service operation, changes in the consumer price list, the policies of the Government of Nepal regarding drinking water and sanitation services, exchange rates of foreign currencies, and discount rates.
(2) While determining the tariff on the basis of sub-section (1), the Commission shall also consider the quality of water, the purchasing power of the consumer and the level of service in consideration of the consumer's wider interest.
(3) Other arrangements related to fee determination shall be as prescribed.
