(1) Bidders who fail during bid evaluation may make a written request within seven days of signing the purchase agreement to the relevant public agency to withdraw the samples of the goods submitted by them.
(2) Upon request according to sub-rule (1), if the sample of such goods is not destroyed in the test, the public body shall return such sample to the bidder in such a way that all expenses including transportation and packaging shall be borne by the bidder. . . (3) For the purpose of comparing the samples of the goods submitted by the bidder of the accepted bid with the goods to be supplied, the public body shall have it certified by the bid evaluation committee and kept safe.
