Rule 196
Prepare and submit monthly and annual statements

(1) Within seven days of the payment of each month, the local body shall prepare and send the statement of income and expenditure, the balance sheet and balance sheet to the concerned ministry, the ministry of local development and the disbursing office.
(2) Bye-laws by the Office of Budget Project involving Foreign Aid When sending details according to (1), the details of in-kind assistance, direct payment, turnkey basis assistance, technical and other assistance and the amount to be paid should also be sent.
(3) The village development committee and the municipality shall prepare the annual financial statement and the target progress statement as per schedule-73 and send it to the district development committee within thirty-five days after the end of the financial year. The details as per sub-rule (2) should also be submitted while sending it. The district development committee should consolidate the information received and send it to the relevant ministry and the local development ministry.
(4) The District Development Committee shall submit the statement of income and expenditure of its own resources to the Ministry of Local Development and the relevant Office of the Controller of Funds and Accounts within thirty-five days after the end of the financial year. (5) When sending the details according to sub-rule (4), the annual budget, transfer of funds, remaining amount of expenditure and balance sheet should be verified and sent to the relevant office of the Controller of Funds and Accounts.
