(1) Cases punishable under this Act can be filed only by the complaint of the Institute or the concerned department and according to sub-section (2) even if no one complains in the matter of their jurisdiction, the concerned department may proceed with the case proceedings.

(2) The relevant department shall have the right to process and dispose of the case related to the offense punishable under sub-section (3) of section 13 and the decision or final decision made by the relevant department shall be appealed to the High Court.
