of Section 17 of the Principal Act,-
(1) In place of sub-section (3), the following sub-section (3) shall be placed:- "(3) Employees who have been designated in accordance with sub-section (1A) of section 5 and who have been designated on the basis of promotion or level matching in accordance with this Act, sub-section of section 8 ( 1) will be adjusted and posted accordingly.”
(2) After sub-section (3) the following sub-sections (4) and (5) have been added:- "(4) Notwithstanding anything else written in this section, only those employees who have received the minimum educational qualification or training for the fourth level will be appointed to that level.
(5) Other arrangements related to posting shall be as prescribed.
