“75. Authority to give departmental punishment: (1) The authority to order punishment as per clause (a) of section 72 shall be vested in the designated authority.
(2) In accordance with Clause (b) of Section 72, the following officer or agency shall have the right to order punishment:-
(a) To the employees working in the eleventh level and above - Government of Nepal, Council of Ministers
(b) To the employees working in the sixth, seventh, eighth, ninth and tenth level posts - Secretary of the Ministry
(c) To the employees working in the fourth and fifth level posts - concerned departmental/office head”
