15B.1 If any person or organization wants to produce original or source seed, he must submit an application to the committee or provincial committee for permission along with the prescribed documents. 15B.2 If an application is received according to subsection 15B.1, the committee may grant permission after necessary investigation. 15B.3 Other arrangements regarding permission to produce original or source seeds shall be as prescribed. 15B.4 Notwithstanding anything contained in this section, permission shall not be required to produce original or source seed for domestic purposes.
