The tasks, duties and powers of the Reconciliation Monitoring Committee shall be as follows:
(a) To monitor or cause from time to time the process adopted by the conciliator or the concerned body in relation to the settlement of disputes through conciliation within the district,
(b) When conducting or carrying out monitoring in accordance with clause (a), if it is deemed necessary to give instructions to any person, body or organization involved in the work, (c) Submit the monitoring report to the Council every year.
