After the owner or manager of the public transport service takes charge of the goods or passengers, it shall be his duty to deliver them safely from the beginning of the journey to the destination within the stipulated time. But the time to reach the destination should not be fixed so as to cause inconvenience to the passengers.
(2) Even if a public vehicle breaks down or cannot be driven due to an emergency, it shall be the mandatory responsibility of the driver, operator, security personnel or other employees of such vehicle to take care of the passenger's convenience and protect the goods in the vehicle.
(3) Even if the vehicle cannot proceed due to the condition written in sub-section (2), the owner or manager of the vehicle must make arrangements to take the passengers to the destination.
