4. Qualifications

A person with the following qualifications can be appointed as the chairman of the commission:-

(a) Nepali citizen,
(b) permanent residents of the Far Western Region,
(c) Having obtained a master's degree in a recognized discipline and having worked in the field of planning and research for at least 10 years and achieved distinction,
(d) Not having been convicted of any criminal offense involving moral turpitude,
(e) Non-payment of Niyabus Bank's loan and not being blacklisted according to prevailing laws.
