(1) Village councils and municipalities should formulate and implement periodical, annual, strategic, regional, mid-term and long-term development plans for local level development in matters within their jurisdiction.
(2) While making a plan according to sub-section (1), interrelated issues such as good governance, environment, child-friendliness, climate change adaptation, disaster management, gender and social inclusion should be taken into account in accordance with the policies, goals, objectives, deadlines and processes of the Government of Nepal and the provincial governments. .
(3) The village municipality and the municipality shall give priority to the following matters while making plans as per sub-section (1):-
(a) Direct contribution to economic development and poverty alleviation (b) Productive and fast returnable,
(c) To increase the standard of living, income and employment of the people,
(d) Participation of local residents, self-service can be mobilized and costs will be low,
(e) Maximum utilization of local resources, means and skills,
(f) To directly benefit women, children and backward classes, regions and communities,
(g) To enhance gender equality and social inclusion,
(h) Contribute to sustainable development, environmental protection and promotion,
(i) To promote linguistic and cultural aspects and help in enhancing social harmony and unity.
(4) The rural municipality and municipality should also prepare a list of projects of medium and long-term nature when planning according to sub-section (1).
(5) When formulating and implementing plans, rural municipalities and municipalities shall do so with the maximum participation of local intellectuals, subject experts, experienced, professionals, marginalized and endangered communities, women, children, Dalits, youth, minorities, disabled persons, senior citizens and other stakeholders. br> (6) When formulating a plan, the rural municipality and municipality shall also prepare the resource forecast, project prioritization, plan implementation schedule and monitoring and evaluation plan based on the feasibility study of the plan.Will have to cry.
(7) Since the Government of Nepal and the Provincial Government have provided grants for special programs and determined the procedure to implement them, rural municipalities and municipalities shall implement the program according to the same procedure.
(8) The rural municipality and municipality may conduct and manage any plan in joint investment or public private partnership with the Government of Nepal or the provincial government.
(9) The rural municipality and municipality shall coordinate, facilitate and assist in the implementation of federal and provincial level projects.
(10) Village councils and municipalities will be able to carry out necessary studies, research and impact evaluation of local level development projects.
