5. Strategy

The following policies will be adopted to achieve the above objectives:

5.1. Infrastructure-related programs conducted at the local level by the relevant ministries will be deposited in the local bodies. 5.2. Development of appropriate institutional structure and technical capacity will be enhanced for local infrastructure development. 5.3. Through public participation, the concept and working style of mobilizing local resources, tools and skills in local infrastructure development will be adopted. 5.4. The available resources will be used effectively by maintaining coordination between donor agencies involved in local infrastructure development.
