(1) The land ownership of the national forest area will remain with the Government of Nepal.
(2) Without the decision of the Government of Nepal Council of Ministers, the right to change the land use of the national forest area cannot be transferred to anyone by way of mortgage, mortgage or any other way.
(3) Other arrangements related to changing the land use of the national forest area and providing usufruct will be as prescribed.
