(1) The filling up of vacant posts in services and groups shall be in accordance with sub-section (1) of section 7 of the Act.
(2) Vacant gazetted posts in services and groups will be filled on the recommendation of the commission.
(3) Notwithstanding anything written in sub-rule (2), when filling a gazetted post of a group through open competition or through promotion to a gazetted third class post, the Public Service Commission must have been consulted regarding the suitability of the candidate.
(4) Unranked posts will be filled by initial appointment through open competition.
