(1) The Government of Nepal, the State Government and the local level shall conduct necessary employment programs to provide minimum employment to unemployed persons after the commencement of this Act.
(2) While conducting the program according to sub-section (1), priority shall be given to women, Dalits, economically disadvantaged persons, families of martyrs and families of missing persons.
(3) Other arrangements related to the operation of the program as per sub-section (1) shall be as prescribed.
