(1) The Government of Nepal shall determine the boundaries and number of wards in rural municipalities and municipalities (2) When determining the number of wards according to sub-section (1), the Government of Nepal shall determine that there shall be at least five and at most twenty-one wards in rural municipalities and at least nine and at most thirty-five wards in municipalities.
(3) On the recommendation of the concerned ward, the Assembly shall pass a resolution by a majority of the number of existing members on the basis of the following and determine the center of the ward:-
(a) Status of Population and Population Distribution,
(b) Geographical Continuity, Compatibility and Specificity,
(c) Linguistic, cultural and social peculiarities,
(d) Condition and ease of delivery of service facilities,
(e) Existing physical infrastructure.
