Rule 7
Preparation of environmental study reports
(1) Based on the zoning report approved in accordance with Rule 4, the agenda approved in accordance with Rule 5 and the suggestions received from the public hearing conducted in accordance with Rule 6, the proponent shall prepare an environmental study report.
(2) While preparing the report according to sub-rule (1), the proposer shall provide written suggestions within seven days to the local level where the proposal will be implemented and the concerned bodies, individuals or organizations in that area regarding the impact that the implementation of the proposal may have on the environment in the format as per Schedule-9. A bond should be prepared by pasting a notice in the office, educational institution, health institution and any public place in that area.
(3) The notification as per sub-rule (2) shall be published in a local newspaper in the case of a proposal requiring a brief environmental study or preliminary environmental test, and in a national daily newspaper in the case of a proposal requiring an environmental impact assessment, and shall also be published on its website if it has a website.
(4) In the case of posting or publication of a notice in accordance with sub-rules (2) and (3): If anyone suggests an opinion in this regard, they may suggest their opinion to the relevant proponent within the period mentioned in the notice.
(5) When preparing the environmental study report according to this rule, it should be prepared in the following format:-
(a) Brief environmental study report as per Schedule-10,
(b) Preliminary Environmental Test Report as per Schedule-11,
(c) Environmental impact assessment report as per Schedule-12. (6) While preparing the environmental study report, the proponent shall prepare it through an expert as per Schedule-13.
(7) In accordance with this regulation - the environmental study report, zoning report and work schedule to be prepared should be prepared in Nepali language. However, the technical terms to be mentioned in the environmental study report, zoning report or agenda and when mentioned in Nepali languageWords that may differ from the original meaning of the word can be mentioned in the English language.
(8) Notwithstanding anything written in sub-rule (7), the environmental study report, zoning report and work schedule prepared in case of foreign investment proposal can be prepared in Nepali or English language.
(9) If the study report, zoning report and work list according to sub-rule (8) are prepared in English language, the brief report with executive summary should also be prepared in Nepali language.
