Rule 4
<br> scoping for environmental impact assessment
In relation to any proposal that requires an environmental impact assessment, the proponent shall set a period of fifteen days to give written suggestions to the village development committee or municipality where the proposal will be implemented and to the schools, hospitals, health posts and interested persons or organizations in relation to the impact that the implementation of the proposal may have on the environment. Notice should be published in one of the daily newspapers of the level.
(2) After the publication of the notice as per sub-rule (1), if anyone suggests an opinion in that regard, then the relevant proposer may suggest his opinion within fifteen days from the date of publication of the notice. In this way, the one who suggests the opinion can also give the information about it to the relevant body.
(3) Attaching the opinions and suggestions received according to sub-rule (2), the proposer shall submit an application to the relevant body for the determination of the area, mentioning the effect on the environment from the implementation of the proposal.
(4) After receiving the application according to sub-rule (3), the relevant body shall examine the documents attached with the application and send the application to the Ministry along with its opinion regarding the area determination.
(5) If any application for area determination is received in accordance with sub-rule (4), the Ministry shall examine the documents attached to the application and determine the area in a proposed or amended form.
