Aircraft should not be flown unless the aircraft driver (Pilot in command) is satisfied: (a) the gross weight of the aircraft is safe for the proposed flight, (b) the items carried on the aircraft are balanced and arranged so as to make the flight safe,
(c) fuel is available in the required and minimum reserve quantity for the purpose of the proposed flight,
(d) From other points of view the aircraft is safe for flight.
