7. Approving the programs to be operated from the development fund: (1) The committee shall prepare a plan including the necessary conditions for the urban development programs to be operated from the development fund and submit it to the Government of Nepal every year for approval.
(2) In the plan according to sub-rule (1), the amount of the development fund should be mentioned in which areas, how to invest it and the estimated benefits from it.
