If for any reason it deems it necessary to dissolve an institution, the Government of Nepal may publish a notice in the Nepal Gazette and dissolve that institution and after the publication of the notice accordingly:-

(a) All rights and liabilities of that institution will be transferred to the Government of Nepal, and (b) all the contracts and agreements with the said institution shall be deemed to be with the Government of Nepal, except those made in bad faith.
