(1) The publisher of the newspaper shall, within three months from the end of each fiscal year of its publication and distribution, be audited by an auditor who is certified as an auditor in accordance with the law and send the report to the committee.
(2) After receiving the report according to sub-rule (1), the committee shall examine the report and issue a certificate of newspaper distribution inspection to the publisher in the format according to the schedule.
