Rule 146
Use of electronic means of communication
(1) The Public Procurement Monitoring Office shall establish, operate and manage the electronic procurement system with only one portal for the purpose of Section 69 of the Act.
(2) ...................
(3) When the public body conducts procurement operations, it shall be registered in the portal of the electronic procurement system established as per sub-rule (1) and conduct the procurement operations.
(4) The Public Procurement Monitoring Office shall issue the procedure, system and underlying principles of procurement through the electronic procurement system from time to time.
