Section 283
Ordering departmental action
(1) Except as otherwise provided in this Code, if an employee who is obligated to perform work in accordance with this Code does not perform any work within the period specified in this Code, the aggrieved party may file a complaint against him before the judge of the relevant court.
(2) If it is found that such employee does not perform the work he is supposed to do in a timely manner without reasonable cause, the judge may order him to take departmental action.
