Section 12
Responsibilities of the Head of Department

(1) The head of the department shall be the chief administrative officer of the concerned department and shall carry out the work necessary to fulfill his responsibilities in the same capacity.
(2) Without prejudice to the generality of sub-section (1), the work, duties and rights of the head of the department shall be as follows in addition to the work, duties and rights stipulated in this Act or the prevailing law: -d (a) To carry out the work of the department in which he is in charge, b) Managing the department you are in, conducting daily work, supervising and controlling the employees under you, (c) Providing fast, efficient and quality service to the general public by continuously improving the procedures related to the work and performance of the department you are in and the offices under it. To make arrangements, (d) If there is a need to improve any law or policy to be implemented by the department or the office under it, to submit it to the secretary along with the reasons, (e) To continuously improve the performance and efficiency level of the employees of the department or the office under it. (f) To submit monthly, annual or other reports to the secretary as prescribed by the department and the office under it, (g) To transfer and post employees up to the third grade under the gazette under the department in which he is currently employed. Assigning, (j) If an employee of the department in which he/she is working or any employee under it performs very excellent and commendable work, such employee shall be given an additional grade up to one grade as a reward on a specified basis after mentioning the detailed description of the work done by him or a lump-sum reward of up to two thousand rupees at a time, (h) Implementation by an office head The relevant secretary to inspect the project from time to time and give the necessary instructions and if the project is not completed on time or if the quality of the completed project is not of the prescribed level, and if it is due to the negligence or mistake of the head of the office, initiate departmental action against him and the details of the departmental action taken.
