:(1) The Government of Nepal may award jewels in accordance with this Act to Nepali citizens who have made special contributions in the political, economic, social, cultural, research and other fields of the national life or in the international field on the recommendation of the committee.
(2) Notwithstanding anything written in sub-section (1), the Government of Nepal may honorably award jewels to foreign nationals who are internationally renowned in any field or who have made special contributions to the welfare of Nepal.
(3) Bibhushan to be awarded in accordance with sub-section (1) or (2) shall be awarded on any national day designated by the Government of Nepal.
(4) The Government of Nepal shall issue a public notice for the information of the general public, including the name of the recipient of the jewel and the type of jewel he has received and the contribution he has made to the national life, when awarding jewels in accordance with sub-sections (1) and (2) and such notice shall also be published in the Nepal Gazette. .
