Regardless of what is written elsewhere in this regulation, a special passport can be issued to a person or an official based on the importance of the program, the relevance of the person's participation in the program, the role the person can play for the welfare of the country, and his contribution to the national life. If decided by the Minister, the department may issue a special passport in the name of such person or official.
