14. Licensing of those who synthesize pesticides (1) If any person, organization or body applies for a license before the committee in accordance with Rule 11 for synthesizing pesticides, it is appropriate to grant the license after conducting the necessary examination in this regard subject to the criteria determined by the committee in relation to the synthesis of pesticides. If seen, the committee may grant a license to synthesize pesticides in the prescribed format.

(2) Those who synthesize pesticides shall comply with the terms and conditions mentioned in the license.
