Rule 13
Requirements for storage and transfer of explosives
:- (1) To specify requirements for storage and transfer of explosives, explosives are classified as follows:-
(A) Strong explosives (High Explosive) like:- Dynamite, Nitroglycerine, TNT, Gelignite, Mercantile, etc.
(B) Soft explosive materials (low explosive) such as:- (blast powder, gun powder, (warud) etc.
(c) Common Explosive Substances:-
(1) Detonators like – Blasti · Cap, Electric Blasti · Cap etc.
(2) Fuses (all types)
(2) Any person shall properly store any explosive substance in a suitable storage magazine (explosives store) except when it is in transit or use or in quantity less than is required for a single day's work and in such magazines (stores) Keeping in mind the type and quantity of the explosive material to be stored, it should be made in a safe place in a strong manner and have good ventilation and lighting.
(3) Explosives in transit or in transit or in use or in storage should be well guarded to prevent theft.
(4) Persons who transport or transfer or store or use explosive substances, in addition to doing such work carefully, cautiously and in an unobstructed manner, should also take other protective measures that should be taken with common prudence in any case.
(5) In the place where the explosive substance is stored, a clearly written sign saying "Dangerous Explosive Substance" should be placed.
(6) No licensee shall permit any unlicensed person to tamper with the lock affixed to his magazine or to enter into his magazine (explosives storage) or to open any box type magazine containing explosives except in the company of a licensee licensed under this rule. But this bye-law shall not apply in case of opening a vessel containing explosives to the extent required for one day's work and in the case of a local police officer or a person in authority entering such officer.
