Rule 11
Purchase and sale of explosives

(1) If someone has to resell explosives, he should also get a license to sell them.
(2) When buying or selling explosives, both the buyer and the seller must show their license to each other and ensure that the license shown is valid and belongs to the person showing it.
(3) A person who sells explosives must obtain compensation in the format written in Schedule 3 with the customer who buys his explosives in relation to every sale.
(4) A person who comes to buy explosives by himself will be allowed to sell any explosives only after seeing his license or a certified copy of the said license.
(5) A person who sells explosives shall be allowed to sell explosives only after keeping a certified copy of the client's license in his office file.
(6) If someone wants to buy explosives from a traveling salesman, he can sell the explosives only after showing the license or a certified copy of the license to the traveling salesman when placing an order for the said explosives, and the traveling salesman declares the order to be his owner, the type and number of the license shown to him. And the date of the license should also be notified.
(7) If a person who has a license to use explosives wants to buy any explosives obtained from the Ministry of Defense of the Government of Nepal, he should state what he wants, in what place, for what purpose, and what explosives are needed and in what quantity. A written application should be submitted through the concerned department.
