Rule 16
Notification of personal incident
: (1) According to sub-section (1) or (2) of section 18 of the Act, when the informant gives notice of personal incident, he shall submit the following notification form to the office of the local registrar:-
(a) Notification of birth as per schedule-10,
(b) Notice of death as per Schedule-11,
(c) Notice of marriage as per Schedule-12,
(d) Notice of Divorce as per Schedule-13,
(e) Notice of transfer of relocation expenses as per schedule-14.
(2) In case there is no indicator as per sub-section (1) of section 18 of the Act, the guardian or mathwar of the concerned person according to the prevailing law or if there is no such person, the relevant ward chairman of the local level shall give notice to register the personal incident as an indicator.
(3) The department shall arrange for the information form of personal incident registration as per sub-rule (1) to be obtained through the office of the local registrar without a fee.
(4) The department may make arrangements to give notice of individual incident registration through electronic means (online system).
(5) In accordance with sub-rule (4), if arrangements are made for giving information through electronic means [online system], other arrangements related to giving such information and submitting necessary details and documents shall be as determined by the department.
(6) If a marriage between a foreigner and a Nepali citizen needs to be registered, a notice must be given in accordance with this rule along with the proof of the marriage being registered in accordance with the prevailing law.

(12) If the notification as per sub-rule (11) is received, the office of such local registrar shall ascertain whether such personal incident has been registered in the office of the local registrar having the permanent address of the concerned person.
