In the case of gazetted posts for the purpose of promotion through evaluation of work capacity, the educational qualification as per sub-rule (3) of rule 81 of the regulation and in the case of gazetted posts, the prescribed educational qualification will be required for entry into the respective posts. However, in the case of employees who are in service, group and sub-group at the time of commencement of these rules, the educational qualification prescribed for them to enter such service, group and sub-group shall be considered as the minimum educational qualification for the purpose of this rule. 9. Arrangements for transfer - When transferring the employees of groups and sub-groups, it will be done only in the positions within the group and sub-groups subject to paragraph-6 of the regulations.
