Rule 4
Work, Duties and Rights of the Organization In addition to the work, duties and rights under Section 6 of the
Act, other work, duties and rights of the organization shall be as follows:-
(a) Declaring endangered areas, pest-free areas, pest-free production sites or less pest-infested areas,
(b) Establishing the standards to be followed when setting up laboratories or treatment rooms at the private level for testing, research, post-entry quarantine sites, areas infected with less hostile organisms and treatment of plants, plant products,
(c) Recommending to the Government of Nepal for the purpose of this regulation the laboratories established by the private sector to test, treat or research plants or plant products and meet the criteria set out in Clause (b). (d) encouraging research to manage the risks to plants from the introduction of living modified organisms, genetically modified organisms or transgenic materials,
(e) Regularly study, research and monitor the regular enemy organisms and update the related information to inform the relevant agencies or institutions,
(f) In case of entry of an enemy organism into any one area of ​​Nepal, to prevent its introduction into other areas, to inform the relevant agencies or organizations as soon as possible by adopting the necessary control procedures,
(g) Quarantine If there is a situation where there is a possibility of economic loss due to the introduction of hostile organisms, to implement internal quarantine for control,
(h) Prepare and implement procedures and standards related to plant health in accordance with the standards adopted at the international level, (i) Recommending to the Government of Nepal to grant recognition to private level laboratories, post-entry quarantine sites, areas infected with less hostile organisms or treatment rooms that have met the standards set in accordance with the Act and this regulation,
(j) Encouraging the private sector to work on post-entry facilities, testing centers, laboratories and treatment procedures,
(k) Approving and implementing good agricultural practices to encourage quality products for export promotion.
