(1) In accordance with Rule 10, projects of a large nature that cannot be fully transferred to the consumer organization can be operated jointly by agreement between the Government of Nepal and the consumer organization. (2) In accordance with sub-rule (1), when an agreement is entered into between the government of Nepal and the consumer organization, while operating the service, the responsibilities and obligations of collecting the service fee, determining the percentage to be received by the consumer organization, maintenance management, etc., and the work to be done in accordance with the law and this regulation shall also be specified.
