4. Work, Duties and Powers of the Secretary:
In addition to the work, duties and powers mentioned in Section 11 of the Act, the work, duties and powers of the Secretary shall be as follows:-
(a) The Ministry, Secretariat in which he is present , taking or causing to take progress reports of central level offices or subordinate agencies, projects or offices, reviewing them or causing them to be reviewed and taking initiatives to solve the problems encountered during such review or conducting, conducting or conducting on-site inspection or giving necessary instructions in this regard, p>
(b) If information is received from any source that any useful, exemplary, creative, research or investigative work is being done by the ministry, secretariat, central level office or subordinate agency, project, office in which he is present, or if it appears from inspection. (c) any action is being taken contrary to prevailing laws, policies, programs or decisions of the Government of Nepal by the ministry, secretariat, central level office or subordinate agency, project or office in which he is in charge. (d) To coordinate or arrange between the subordinate agencies.
