22. Secretary: (1) The Secretariat of the National Planning Commission shall have a special grade official of the Nepal Civil Service.
(2) In addition to the work, duties and rights according to the prevailing laws, the work, duties and rights of the secretary shall be as follows:-

(a) Acting as the administrative head of the secretariat,
(B) To manage the administrative work of the Secretariat, (c) To do the work that should be done as a departmental head according to the prevailing law,
(d) To do other work as specified.
