Section 17
Roadworthiness certificate to be issued

(1) Before registering any vehicle in accordance with Section 16, the vehicle shall be checked and checked as per Section 23 as to whether or not such vehicle is in a proper condition to be driven. While giving such a registration certificate, the owner of such a vehicle must also be given a certificate of ability (road ordinance) to drive such a vehicle on the road.
(2) The certificate of competency given under sub-section (1) should be affixed to the vehicle.
