No person from the following shall be nominated or hold office as a member:-

(a) Non-Nepali Citizen,

(b) Salaried employee working in the Council,< /p>

(c) has become a victim of debt due to non-payment of debts,

(d) has been found guilty by a court of law on a criminal charge involving moral turpitude, or

(e) has been found guilty .

(f) Members other than ex-officio members have not completed thirty-five years of age.
