Section 60
Announcing the results of the proportional election

(1) The election officer shall count the ballots cast for the election under the proportional election system and immediately send the details of the total number of votes received by each party in the table specified by the commission.
(2) After the Commission has received the details from all constituencies as per sub-section (1), the Commission will determine the number of electors based on the vote result divisor formula as mentioned in Schedule-2 in proportion to the total number of presidential votes received by the party.
(3) According to sub-section (2) dividing the total votes received by the parties and dividing the number of seats to be obtained by the parties, if more than one party has an equal quotient in relation to a seat, the commission shall determine which party will receive that seat.
(4) After determining the number of seats to be obtained by the party in accordance with sub-sections (2) and (3), the Commission shall also determine the number of women to be elected through the proportional election system so that thirty-three percent of the total number of members represented in the Federal Parliament will be represented by such party and inform the relevant party. will have to be done. Explanation: For the purposes of this sub-section, "Federal Parliament" means the House of Representatives constituted under Article 84 and the National Assembly constituted under Article 86 of the Constitution.
(5) After receiving the information according to sub-section (4), the party shall select the candidate to be elected by the decision of the central executive committee of that party or similar committee and submit the list of the selected candidates to the commission within the time specified by the commission.
(6) When the party submits the list in accordance with sub-section (5), based on the population and the number of seats obtained by that party, the names are included in the closed list as much as possible so that Dalits, tribal tribes, Khas Arya, Madheshi, Tharu and Muslims are represented in accordance with the percentage specified in Schedule-1. The list should be submitted accordingly. As far as possible backward areas and persons with disabilities should be represented in such a list.
(7)According to sub-section (6) in the list of elected candidates submitted by the party, in case the number of the respective group is not a whole number but a coefficient, the respective party shall send the name in a whole number just below or just above the number of such coefficient so as not to increase the number of seats it has received.
(8) Notwithstanding anything written in sub-section (6), the party that gets less than ten percent of the total number of members determined according to the proportional election system shall send a list of candidates who will be elected on the basis of at least one-third of women being elected.< br> (9) After receiving the list of names of candidates submitted by the respective parties in accordance with sub-section (6), the commission will declare that the candidates whose names are included in the list have been elected.
(10) The Commission shall send the name of the candidate elected as per sub-section (9) to the President and publish the list in the Nepal Gazette.
(11) Notwithstanding anything written elsewhere in this section, a candidate will be elected only from the party that receives three percent or more of the total votes for the proportional election system.
(12) When calculating the total votes received by the parties in accordance with sub-section (2), the votes received by the party receiving less than three percent of the votes shall not be counted in the total votes received by the party.
