(1) For the elections held according to the proportional election system, the closed list of candidates submitted to the commission by the respective parties for each province shall be considered as the nomination papers of such candidates.
(2) When the party submits a closed list of candidates for the election to be held in accordance with the proportional election system, a copy of the Nepali citizenship certificate or voter ID card of each candidate whose name is included in such closed list, a copy of the name included in the voter list of the rural municipality or municipality within the respective province, the approval letter of the candidate and Section 70 of the Act Voucher or cash receipt for depositing the deposit as per the following shall also be submitted.
