(1) The committee shall carry out organization and management survey based on the list of rights as mentioned in the Schedule of the Constitution of Nepal, the Government of Nepal, (Division of Work - Regulations, elaboration of work approved by the Government of Nepal, nature of work and justification) Will recommend to the Government of Nepal :-

(a) Organizational structure of ministries in the Union and Provinces,

(c) Office or unit in the State,

(d)   office, unit or service center at the local level,

(e)   being in the service of the union, state and local level service, group or sub-group,

(f)    category, level or level in the service of Union, State and local level,

(g)   Service, group or sub-group at the union, state and local level and staff positions with organization structure and job description according to category, level or level,

(h)   If an employee working in a category position has to be adjusted to a level position or an employee working in a level position has to be adjusted to a category position, the educational qualification required for the category or level position to be adjusted and other bases and procedures including the employment period.

(2) When recommending the organizational structure and ranking of rural municipalities, municipalities and sub-metropolitan municipalities, the committee may divide rural municipalities, municipalities and sub-metropolitan municipalities with similar characteristics into different groups (clusters) based on geographical conditions, population and number of wards and conduct an on-site study so that each group is represented.

(3) When recommending the organizational structure and posts of the metropolitan city, the committee may conduct an on-site study of all the metropolitan cities and recommend the same or different organizational structure and posts based on the study.

(4) The committee may recommend the provincial While recommending the organizational structure and posts, it may conduct an on-site study of the province's geographical conditions, population and physical infrastructure.

(5) The committee may recommend separate designations for posts with the same designation within a service, group or subgroup as needed.
